These Terms and Conditions apply to the use of MacauServices.com and
constitute the agreement between the User and MacauServices.com as well
as the basis of the User legal relationship with MacauServices.com.
Service: means all services provided by MacauServices.com
and its affiliated companies, which are described below in this document.
Currently the Service is composed by:
- Bill Related Services
- Online Application Forms
- E-Newsletters
To use the Service, the User must first agree the Terms and Conditions
as well as the Privacy Statement and the Legal Disclaimer.
User: the person or entity that is accepting these
terms and conditions and open a MacauServices.com account. The User
does not specifically need to be an Affiliated Company's customer to
become a MacauServices.com' s user.
User's Profile: all personal and private information
stores by MacauServices.com to ease the use of the Service. To access
his/her profile and modify it, the User can go in the "My Account"
section once logged in the Service.
Affiliated Companies or Partners: registered companies
in Macau which provide part of the Service to the benefit of the User.
Currently the partners are:
- CEM, the electricity provider in Macau,
- MacaoWater, the water company.
Online Account: a private and secure online access
through a UserName and a Password to the Service in which the User can
view its information related with one or all Affiliated Companies and
interact with one of them.
Contract Holder: a Contract Holder is the person who
signed the Contract with the Affiliated Company and gave his/her ID
Card number.
Tenant: The Tenant is a person who uses the premises
linked with a bill but he/she is not the Contract Holder. Most of the
time a Tenant rent an apartment and the Contract is under the name of
the Landlord.
Each part of the Service as well as its content is provided and owned
by one of the affiliated companies. Therefore, MacauServices.com cannot
be responsible for any problem related to this information. Currently,
MacauServices offer to the User the following services:
1. Online Account
The User must first create an Online Account before using any part of
the Service. This registration is free of charge and can be made online
through a simple form to fill in.
Once the User has registered, (s)he will received a confirmation email
with a link to activate his/her Online Account. An inactive account
is a valid account with a limited number of possible actions. Activation
will give the User full access to the web site and gives to the Service
a way to validate a correct email address to ease the communication
with the User.
"My Account" is the zone where the User can modify at anytime
after the registration its own personal information. It includes:
- Basic Information: name, email address, contact, password and language.
- e-banking: the User can here select which e-banking service (s)he
subscribes to facilitate the link for online payment later on. The
User must be a e-banking customer first, this can be done in contacting
the User’s bank for more information.
- e-Newsletters subscription: this area gives the User control on
its newsletter subscription through email. The User can modify his/her
subscription at any time through this page.
2. Bill Related Services
This area is composed by several sub sections listed below and all related
with the User's contract with one of the Affiliated Company.
1. Add a bill and the different levels of attachment
A User can at any time add a new bill to his/her Online Account through
this section as long as he/she can provide the requested information.
To add a bill the User must provide the following information:
- The Affiliated Company's name
- The contract number (print in any bill copy)
Optionally, the User is also granted the right to attach a nickname
to the contract number which will facilitate the view of the bill
later on, instead of looking for a complex number the User can search
for his/her preset nickname.
Providing this only 2 information, the User will be granted a simple
bill access. The simple bill will show only the basic information
related to this particular bill, namely: contract number, due date,
amount without the bill download button, the bill archive section
and all of the options disabled except the "bill nickname"
and "bill notification".
If the User wants to have a full access to the bill, he/she needs
to provide as well the following list of information:
ID Card number
Optionally, the User can select the "Restrict Bill" and/or
the "Retrieve all the bills under this ID no". The first
one will secure the bill to be attached as a simple bill by third
party. The second will retrieve all the bills that have been subscribe
in this Affiliated Company with the same ID Card number.
2. View the bill
This is the default page once the User is logged in the Service. In
this table the User can see all the bill he/she already add to his/her
Online Account. Each row represent a bill with the following details:
- nickname (if given by the User earlier),
- contract number,
- due date, amount,
- due amount,
- Pay button to pay through selected e-banking system in Macau,
- Options link: a link to the Bill Option section, see below.
If the current bill is in full access, the User will see also:
- view archive: a page to view the 12 past month bills in details
with the balance and consumption histrogram,
- download the bill in Acrobat PDF format for personal archiving.
3. Bill Payment
The User is allowed, clicking the pay button, to pay his/her bill
through several e-banking services in Macau, provided that he/she
has subscribed to an e-banking service through his/her bank.
This service is available for each bill as long as the due date has
not been reached for this particular bill. After the due date, the
User must pay to the Affiliated Company counters only.
4. Bill Options
The User can edit/modify some bill options through the "[Options]"
link for each bill. This provides the following services:
Bill Nickname: the User can edit and modify the nickname of the
current bill at any time,
Notification: the User can modify his/her notification subscription
like the email payment reminder at any time.
Delegation: the User can delegate a bill to other Service's Users
and select the level of delegation, either Contract Holder (full
access to all bill functionalities except delegation) or Tenant
(simple view). The delegation is only accessible if the User is
a Contract Holder for the current bill.
Change of Address, Language or Correspondent: the User can modify
some specific data of his/her paper bill, namely changing billing
address and/or billing correspondent as well as changing the language
of the printed bill. This functionality is only available for Contract
Holder for the current bill.
3. Online Application Forms
Application forms are affiliated companies specific. They give to the
User the possibility to interact with the named company online directly.
Most of the forms request the User to be already a company!|s customer
but not all, each form specifies it clearly.
The affiliated company will received the User's request and processes
it internally, once the request is finalized, the User will be informed
through email or any other channels according to his/her preferences.
The User will have a follow-up table displaying all his/her pending
forms with all of the Affiliated Companies to know the status of his/her
request whenever this request needs an interaction with one of the Affiliated
Company.
4. e-Newsletters
The User can subscribe/unsubscribe at any time to one of the many e-newsletters
the Service provides. Subscribing, the User will receive email newsletter
time to time for each selected e-newsletter subscribed.

5. GENERAL
Claims for enforcement, breach or violation of duties or rights under
this agreement shall be adjudicated under the laws of the Macao Special
Administrative region, without reference to conflict of laws principles.
All other claims, including without limitation claims under or for violation
of consumer protection laws, unfair competition laws, and in tort, shall
be adjudicated under the law of the Macao Special Administrative Region.
You hereby irrevocably consent to the exclusive jurisdiction and venue
of courts in Macao Special Administrative Region. in all disputes arising
out of or relating to the use of the MacauServices.com Sites/Services.
You agree that no joint venture, partnership, employment, or agency
relationship exists between you and MacauServices.com as a result of
this agreement or use of the MacauServices.com Sites/Services. You agree
to indemnify and hold MacauServices.com, its parents, subsidiaries,
affiliates, officers and employees, harmless from any claim, demand,
or damage, including reasonable attorneys' fees, asserted by any third
party due to or arising out of your use of or conduct on the MacauServices.com
Sites/Services. MacauServices.com reserves the right to disclose any
personal information about you or your use of the MacauServices.com
Sites/Services, including its contents, without your prior permission
if MacauServices.com has a good faith belief that such action is necessary
to: (1) conform to legal requirements or comply with legal process;
(2) protect and defend the rights or property of MacauServices.com or
its affiliated companies; (3) enforce the terms or use; or (4) act to
protect the interests of its members or others. MacauServices.com 's
performance of this agreement is subject to existing laws and legal
process, and nothing contained in this agreement is in derogation of
MacauServices.com 's right to comply with governmental, court and law
enforcement requests or requirements relating to your use of the MacauServices.com
Sites/Services or information provided to or gathered by MacauServices.com
with respect to such use. If any part of this agreement is determined
to be invalid or unenforceable pursuant to applicable law including,
but not limited to, the warranty disclaimers and liability limitations
set forth above, then the invalid or unenforceable provision will be
deemed superseded by a valid, enforceable provision that most closely
matches the intent of the original provision and the remainder of the
agreement shall continue in effect. Unless otherwise specified herein,
this agreement constitutes the entire agreement between the user and
MacauServices.com with respect to the MacauServices.com Sites/Services
and it supersedes all prior or contemporaneous communications and proposals,
whether electronic, oral or written, between the user and MacauServices.com
with respect to the MacauServices.com Sites/Services. A printed version
of this agreement and of any notice given in electronic form shall be
admissible in judicial or administrative proceedings based upon or relating
to this agreement to the same extent and subject to the same conditions
as other business documents and records originally generated and maintained
in printed form.
Due to circumstances beyond the control of the Service, particularly
delays in the email delivery of some email notification may take longer.
The Service will use its best efforts to send an email notification
to the User if the User subscribed to this service. It is the User sole
responsibility to ensure that the email address that he or she provides
to the Service is accurate. In the event the User does not receive notification,
it is the User's responsibility to periodically log on to the Service
and check on the delivery of new electronic bills. The User is responsible
for ensuring timely payment of all bills.
The Service is not responsible for the accuracy of your electronic
bills. The Service is only responsible for presenting the information
from the Partners to the User. Any discrepancies or disputes regarding
the accuracy of an electronic bill must be addressed with the relevant
Partner directly.
The Service shall not be liable to the User or any other person whether
in tort, contract, statute or otherwise (including without limitation
for negligence, breach of contract, defamation, or intellectual property
right infringement) for:
- any direct loss
- any consequential or indirect loss (including without limitation
loss of revenue or profits); or
- the User's liability to any other person, which is suffered or
incurred by the User or any other person arising under or in any way
out of the Information or the use of HutchisonMacau.com service .
Macau SAR law governs this notice, and each part of this notice shall
apply to the extent permitted thereby. Where this document is available
in Chinese, the Chinese version is the governing version and shall prevail
whenever there is a discrepancy between the two versions.
6. Privacy
The User is entirely responsible for maintaining the confidentiality
of his/her password and account. The User is also entirely responsible
for any and all activities that occur under his/her account. The User
agrees to notify the Service immediately of any unauthorized use of
his/her account or any other security breach. The Service will not be
liable for any loss that the User may incur as a result of someone else
using his/her password or account, either with or without his/her knowledge.
However, the User could be held liable for losses incurred by the Service
or another party due to someone else using his/her account or password.
The User may not use anyone else!|s account at any time, without the
permission of the account holder.
7. PERSONAL AND NON-COMMERCIAL USE LIMITATION
Unless otherwise specified, the Service Sites/Services are for the User
personal and non-commercial use. The User may not modify, copy, distribute,
transmit, display, perform, reproduce, publish, license, create derivative
works from, transfer, or sell any information, software, products or
services obtained from the Service Sites/Services. Without the advance
express written permission of Service, you may not !¢Dmeta-search!| the
Service Sites/Services, send, or cause to be sent, any automated queries
of any sort to the Service Sites/Services, or use the Service Sites/Services
in any commercial manner. !¡±Automated queries!¡L shall include but not
be limited to using any software that sends queries to any Service Sites/Services
to determine how a web site !¡±ranks!¡L on any Service Sites/Services.

8. MODIFICATION OF THESE TERMS
The Service reserves the right to change the terms, conditions, and
notices under which the Service Sites/Services are provided, including
but not limited to the charges associated with the use of the Service
Sites/Services. The User is responsible for regularly reviewing these
terms and conditions and additional terms posted on particular websites.
The User continued use of the Service Sites/Services constitutes you!|re
the User!|s agreement to all such terms, conditions, and notices.
9. NO UNLAWFUL OR PROHIBITED USE
As a condition of your use of the Service Sites/Services, you will not
use the MacauServices.com Sites/Services for any purpose that is unlawful
or prohibited by these terms, conditions, and notices. You may not use
the MacauServices.com Sites/Services in any manner that could damage,
disable, overburden, or impair any MacauServices.com Site/Service(s)
(or the network(s) connected to any MacauServices.com Site/Service(s))
or interfere with any other party's use and enjoyment of any MacauServices.com
Site/Service(s). You may not attempt to gain unauthorized access to
any MacauServices.com Site/Service, other accounts, computer systems
or networks connected to any MacauServices.com Site/Service, through
hacking, password mining or any other means. You may not obtain or attempt
to obtain any materials or information through any means not intentionally
made available through the MacauServices.com Sites/Services.
The Service or the Partners reserve the rights to cancel the presentment
of electronic bills or a whole Online Account at any time.
The User may cancel electronic bill presentment at any time.
